Detailed trajectory design, maritime safety, environmental effects, local consultation, infrastructure requirements and regulatory approval would all be required before any site could be considered viable.

Objective:
Preserve the option. Build only when the mission justifies it.

The value of Northland is not that it can become another Louisiana.
